Upon the recommendation of the Secretary, Department of Environment and Natural Resources, and pursuant to the powers vested in me by law, I, FIDEL V. RAMOS, President of the Philippines, do hereby reserve, for the benefit and enjoyment of the people of the Philippines, and in order to protect the area from all destructive activities, the Batanes Group of Islands, Islets, and its surrounding waters as Protected Landscapes and Seascapes situated in the northernmost part of the Philippines, Province of Batanes, subject to private rights if any there be, with geographic coordinates as follows:

containing an approximate area of 213,578 hectares as a protected area.
The said area shall be known as “Batanes Protected Landscapes and Seascapes” and shall remain under the administration of the Local Government of Batanes with the assistance of the Department of Environment and Natural Resources.1aшphi1
The primary purpose for the establishment of this protected landscapes and seascapes is to protect and conserve its scenic, cultural, historical and archaeological features including the diverse terrestrial and marine ecosystems found therein.
