[ Proclamation No. 287, November 4, 1993 ]

DECLARING NOVEMBER 5, 1993 AS A NON-WORKING DAY OF MOURNING IN ORMOC CITY TO COMMEMORATE THE DEATH ANNIVERSARY OF THOSE WHO PERISHED AS A RESULT OF THE DESTRUCTION WROUGHT BY TYPHOON URING

WHEREAS, Ormoc City will be commemorating on November 5, 1993 the second death anniversary of those who perished as a result of the destruction wrought by Typhoon Uring on November 5, 1991;

WHEREAS, in his letter dated 29 October 1993, City Mayor Eufrocino M. Codilla of Ormoc City has requested for the issuance of Presidential Proclamation declaring November 5, 1993 as a special non-working day of mourning in Ormoc City;

WHEREAS, it is but proper that the people of Ormoc City be given the opportunity to commemorate this tragic day with solemn ceremonies;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested upon me by law, do hereby proclaim November 5, 1993 as a non-working day of mourning in Ormoc City. Furthermore, let this day be a reminder that this tragic event would not have happened if our forest have been accorded due protection.ℒαwρhi৷
