[ Proclamation No. 278, October 18, 1993 ]

DECLARING THE EXISTENCE OF A STATE OF CALAMITY IN CERTAIN AREAS OF THE COUNTRY

WHEREAS, according to the Secretary of National Defense, Chairman of the National Disaster Coordinating Council, certain areas of the country were inundated due to Tropical Storm “Kadiang;”

WHEREAS, there is urgent need for the declaration of a state of public calamity in said to normalize the situation and hasten the rehabilitation efforts of the concerned line member-agencies;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare that a state of public calamity exists in the following areas:

1. Province of Batanes

2. San Jose City

3. Province of Bataan

4. Province of Zambales

5. Province of Pangasinan

6. Province of Tarlac

7. Province of Pampanga

8. Angeles City

9. Province of Bulacan

10. Province of Aurora

11. Municipalities of Rodriguez and San Mateo, Rizal

12. Municipalities of Marikina and Navotas, Metro Manila

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
