[ Proclamation No. 269, October 4, 1993 ]

DECLARING OCTOBER 17 OF EVERY YEAR AS THE NATIONAL DAY FOR OVERCOMING EXTREME POVERTY

WHEREAS, the Philippine Government is committed to the eradication of poverty and the realization of peoples potentials as human beings created in the image and likeness of God;

WHEREAS, this administration has set into motion appropriate structures and mechanisms to achieve its anti-poverty objectives as articulated in the Philippines Medium Term Development Plan and the vision for Philippine 2000;

WHEREAS, the fight against poverty requires that concerted and sustained efforts be undertaken by all sectors in solidarity with the poor;

WHEREAS, the United Nations General Assembly (A/RES/47/ 196-22 December 1992) declared October 17 as the International Day for the Eradication of Poverty, to be observed beginning 1993.

WHEREAS, the National Government recognizes that the observance of a world day for overcoming extreme poverty provides an opportunity for the very poor to be heard and for all people to be united with them.

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare October 17 of every year as the National Day for Overcoming Extreme Poverty in observance of the “World Day for Overcoming Extreme Poverty”.

All government agencies, non-government organizations, mass media, sectoral groups, and individuals are hereby enjoined to organize activities to mark this day, especially to pay homage to the suffering and struggle of the poorest people, and to search together for ways to work in partnership with the poor towards overcoming their poverty.ℒαwρhi৷

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
