DECLARING THE THIRD WEEK OF SEPTEMBER OF EVERY YEAR AS “NATIONAL TEMPERANCE WEEK”

WHEREAS, the social vices, such as alcoholism, smoking, gambling, prostitution, and drug addiction, tend to bring about a breakdown in peace and order in our country and adversely affect the morality and health of our people;

WHEREAS, bringing into control the social vices does not depend solely on remedial and penal measures but more so on the preventive and educational measures embodied in the concept of temperance as a way of life;

WHEREAS, there is a need to impress upon the consciousness of the Filipino people the necessity of temperance for a better home, society and nation;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the third week of September of every year as NATIONAL TEMPERANCE WEEK under the auspices of the Philippine Womens Christian Temperance Union, Inc., and other involved government and non-government organizations.ℒαwρhi৷

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
