[ Proclamation No. 212, July 23, 1993 ]

DECLARING THE FIRST WEEK OF SEPTEMBER OF EVERY YEAR AS PHILIPPINE COUNCILORS WEEK

WHEREAS, the Countrys City and Municipal Councilors, numbering 18,000 nationwide, are the precursor of development programs in the local government level, through their legislative undertakings, and as policy makers for the implementation of the Local Government Code;

WHEREAS, the City and Municipal Councilors are united under the aegis of their national organization, the Philippine Councilors League (PCL), which was organized in September 7, 1990;

WHEREAS, the PCL desires to celebrate their founding anniversary with a week long activities, which will include the simultaneous tree planting, dental-medical mission and the giving of recognition to the countrys outstanding farmers, teachers, policemen, and other civil servants;

WHEREAS, there is a need to highlight the role of the countrys local legislators as active participants in the governance of local government units and in nation building as a whole;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the first week of September of every year as “Philippine Councilors Week” under the auspices of the Philippines Councilors League.ℒαwρhi৷

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
