DECLARING MONDAY, FEBRUARY 1, 1993, AS A SPECIAL DAY IN CAMARINES NORTE

WHEREAS, Monday, February 1, 1993, marks the 130th birthday of Jose Ma. Panganiban, whose ideals and principles in life are now the nations treasured legacy; and

WHEREAS, the people of Camarines Norte, his birthplace, desire to celebrate his natal day with fitting ceremonies;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by Book I, Chapter 7, Section 27, of the Administrative Code of 1987, do hereby declare Monday, February 1, 1993, as a special day in the Province of Camarines Norte.
