[ Proclamation No. 849, January 16, 1992 ]

DECLARING THE REGISTRATION DAY ON SATURDAY, FEBRUARY 1, 1992, AS A SPECIAL NON-WORKING HOLIDAY THROUGHOUT THE PHILIPPINES

WHEREAS, Section 9 of Republic Act No. 7166 provides that there shall be registration of voters on the fifteenth Saturday before the day of the election for voters who will reach the age of eighteen (18) years on or before the day of the election or for those who are qualified but not registered in the list of voters;

WHEREAS, the fifteenth Saturday before the day of the election is on February 1, 1992;

WHEREAS, the Commission on Elections has received numerous requests, especially from the students, who are qualified to register and vote, for a declaration of February 1, 1992, as a non-working holiday to enable them to go to their respective home provinces, cities and municipalities to register on said date and participate in the election on May 11, 1992;

WHEREAS, the Commission on Elections has requested that February 1, 1992, be declared as a special non-working holiday in order not to disenfranchise these qualified voters and to promote widest participation of the citizenry in this electoral exercise;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the Registration Day on Saturday, February 1, 1992, as a special non-working holiday throughout the Philippines.1aшphi1
