[ Proclamation No. 58, September 24, 1992 ]

AMENDING PROCLAMATION NO. 57 DATED SEPTEMBER 22, 1992 DECLARING A STATE OF PUBLIC CALAMITY IN THE PROVINCES OF ILOCOS SUR, ILOCOS NORTE, ABRA AND LAOAG CITY WHICH SUFFERED HEAVILY DUE TO THE ADVERSE EFFECTS OF TROPICAL STORM “MARING”, TO INCLUDE THEREIN THE PROVINCES OF CAGAYAN, ISABELA, KALINGA-APAYAO, QUIRINO AND BATANES.

WHEREAS, the Regional Disaster Coordinating Councils in Regions I, II and III have reported the initial effects of Tropical Storm “Maring” on the population and properties particularly on infrastructures and agricultural crops in said regions;

WHEREAS, floodwaters ranging from 3 to 4 feet were noted in several barangays in La Union, Ilocos Norte and Pangasinan in Region I, Cagayan, Isabela, Quirino and Kalinga-Apayao in Region II and Pampanga in Region III. A series of landslides were triggered along Kennon Road which isolated Baguio City. Roads were rendered impassable and agricultural lands were inundated. On the other hand, while Batanes has not reported any damage, this province is always on the path of typhoons; and

WHEREAS, the latest reports revealed that 38,267 families or 220,869 persons have been affected, some of whom are now staying in evacuation centers.1aшphi1

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby amend Proclamation No. 57 dated September 22, 1992 to include therein the provinces of Cagayan, Isabela, Kalinga-Apayao, Quirino and Batanes which were also adversely affected by Tropical Storm “Maring”.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
