[ Proclamation No. 38, September 7, 1992 ]

DECLARING A STATE OF PUBLIC CALAMITY IN LAOAG CITY AND IN THE MUNICIPALITIES OF PAOAY AND PIDDIG, BOTH OF ILOCOS NORTE, AND CALASIAO AND STA. BARBARA, BOTH OF PANGASINAN, IN VIEW OF THE ADVERSE EFFECTS OF TROPICAL STORM “ISANG.”

WHEREAS, the National Disaster Coordinating Council (NDCC) recommends the declaration of a state of public calamity in the aforesaid city and municipalities in view of the adverse effects of tropical storm “Isang” in said areas;

WHEREAS, initial reports received from the Regional Disaster Coordinating Council in Region I indicate that the abovementioned areas are the hardest hit, that most of the areas are still underwater and damage to crops may be substantial, and that there are 7,379 families or 37,349 persons affected; and

WHEREAS, there is urgent need to declare a state of public calamity to facilitate the provision of appropriate rehabilitation measures and assistance normally extended by the concerned agencies, particularly the Department of Social Welfare and Development, Department of Agriculture, Philippine National Red Cross, etc., to the effected areas;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare a state of public calamity in Laoag City and in the Municipalities of Paoay and Piddig, both of Ilocos Norte, and Calasiao and Sta. Barbara, both of Pangasinan.1aшphi1

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
