[ Proclamation No. 811, October 11, 1991 ]
In consideration of the urgent need to assist the families affected by the eruption of Mt. Pinatubo by providing them with suitable resettlement areas and livelihood opportunities conducive to their economic recovery, and upon recommendation of the Secretary of Environment and Natural Resources and the Presidential Task Force created under Memorandum Order No. 369 dated June 26, 1991, and by the powers vested in me by law. I, CORAZON C. AQUINO, President of the Philippines, do hereby reserve for resettlement and livelihood purposes, subject to private rights, if any there be, and to future classification and survey, a parcel of land segregated from the site occupied by the Basa Air Base Military Reservation situated in the Municipality of Floridablanca, Province of Pampanga, Island of Luzon, and more particularly described, to wit:
A PARCEL OF LAND (Being a portion of BASA AIR BASE MILITARY RESERVATION as shown in the attached sketch plan) situated in the Barangays of Apalit, Pandaguirig and Palmayo, Municipality of Floridablanca, Province of Pampanga, Island of Luzon. Bounded on the SW., along 1-2 by Municipal Road; on the W., along lines 2-3, 3-4, 4-5, 5-6, and 6-7, by portion of the reservation on the W., & N., along lines 7-8, 8-9, 9-10, 10-11, 11-12, 12-13, 13-14, 14-15, 15-16, 16-17, 17-18, 18-19 and 19-20, by portion of Basa Air Base Reservation; on the E., along lines 20-21, 21-22, 22-23 and 23-1 by perimeter fence of Basa Air Base and portion of the reservation. Beginning at a point marked “1” being S. 76 deg. 21" E., 1032.41 m. from BLLM No. 5, Floridablanca Cadastre.

The Presidential Task Force created under Memorandum Order No. 369 dated June 26, 1991 is empowered to issue implementing guidelines in accordance with the purposes of this Proclamation.
