[ Proclamation No. 322, September 10, 1988 ]

REINSTATING SEPTEMBER 13–19 OF EVERY YEAR AS CIVIL SERVICE WEEK.

WHEREAS, the Philippine Civil Service was established on September 19, 1900 under Public Act No. 5 enacted by the Second Philippine Commission;

WHEREAS, on August 13, 1964, Proclamation No. 285 was issued declaring the period from September 13–19 of every year as Civil Service Week;

WHEREAS, said proclamation was modified by Proclamation No. 1583, dated September 8, 1976, transferring the observance of Civil Service Week from September 13–19 to January 20–26 of every year to coincide with the month when the 1973 Constitution became effective providing for the Civil Service Commission as a Constitutional body; and

WHEREAS, in order to reflect the true date of the establishment of the Philippine Civil Service which led to the adoption of a merit system in Government, there is a need to reinstate September 13–19 of every year as Civil Service Week;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby reinstate September 13–19 of every year as Civil Service Week and designate the Civil Service Commission to coordinate and take charge of the occasion.

I hereby enjoin all heads of departments, agencies and instrumentalities of the government, including government-owned or controlled corporations, to take the initiative in organizing a fitting celebration in their respective organizations using the theme “Isang Karangalan ang Maglingkod sa Bayan” for this years celebration.
