[ Proclamation No. 91, March 18, 1987 ]

DECLARING THE PERIOD FROM MARCH 22 TO 28, 1987, AND THE LAST WEEK OF MARCH OF EVERY YEAR AS “OVERSEAS FILIPINO CONTRACT WORKERS WEEK” “(LINGGO NG MGA MANGGAGAWANG PILIPINO SA IBAYONG DAGAT)”.

WHEREAS, the importance of manpower or human resources, vis-a-vis natural resources, as foreign exchange earner for the country has grown tremendously over the years;

WHEREAS, the external labor market has provided gainful employment to millions of Filipinos and means of livelihood to their families, thus alleviating the countrys economic problems;

WHEREAS, the overseas workers play the important role in strengthening our countrys foreign currency reserve by way of inwardly remitting portions of their dollar earnings into our banking system, thereby alleviating the economic turbulence being experienced as a result of the worlds ever changing economic pattern;

WHEREAS, these workers exude goodwill among many countries in the world – – – highlighting the Philippines in the world map of leading manpowers suppliers and projecting a favorable image as one of the worlds skilled manpower;

WHEREAS, for their effective role and contribution to the countrys economic recovery, the overseas workers deserve to be recognized and honored;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from March 22 to 28, 1987, and every year thereafter as “OVERSEAS CONTRACT WORKERS WEEK” under the auspices of the Overseas Placement Association of the Philippines (OPAP).

I call upon all participants in the overseas employment program, government and private sectors, to give the observance of the week their full support.1aшphi1

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
