MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 84, March 9, 1987 ] REVOKING PROCLAMATION NO. 2204, DATED JUNE 5, 1982, ENTITLED “EXCLUDING CERTAIN AREA FROM THE OPERATION OF PROCLAMATION NO. 223 DATED NOVEMBER 16, 1937 AND OPENING THE SAME FOR MINING PURPOSES” WHEREAS, under Proclamation No. 2204, dated June 5, 1982, a parcel of land within the Biak-na-Bato National Park at Doña Remedios Trinidad, Bulacan comprising an area of 330.3062 hectares was excluded from the aforesaid National Park reservation and awarded to Rosemoor Mining and Development Corporation for the development, exploitation and utilization of the minerals therein, subject to existing policies, laws, rules and regulations pertinent thereto; WHEREAS, the award to Rosemoor Mining and Development Corporation under Proclamation No. 2204 denominated as Quarry License No. 33 dated August 3, 1982, is a patent violation of the then, and presently, existing policy of the Government to limit quarry licenses or permits to cover only an area of not more than one hundred (100) hectares in any one province as provided for in Section 69, Chapter XIII of Presidential Decree No. 463, as amended; WHEREAS, it is in the public interest that the parcel of land excluded by Proclamation No. 2204 be reverted to its former status to form part of the National Park; Upon the recommendation of the Minister of Natural Resources and by virtue of the powers vested in me by law, I, CORAZON C. AQUINO, President of the Philippines, do hereby revoke Proclamation No. 2204 dated June 5, 1982, which excluded a parcel of land from the operation of Proclamation No. 223 dated November 16, 1937 and awarded the development, exploitation and utilization of the minerals therein to Rosemoor Mining and Development Corporation, and revert the same to its former status to form part of the National Park, and which parcel of land is more particularly described as follows: Beginning at a point marked “1” (15O 07° 45°, 121º 04° 45°) on Plan of mining claims AQL-924 to AQL-927 corresponding to Permit to Prospect No. 566-73181 inside Biak-na-Bato National Park at Doña Remedios Trinidad (formerly San Miguel), Bulacan.1aшphi1 Thence, N. 00o 01' W., 2,304.97 meters to point 2 (15o 09° 00°, 121o 04° 45°); Thence, N. 89o 59' E., 1,343.39 meters to point 3 (15o 09° 00°, 121o 05° 30°); Thence, S. 00o 01' E., 1,843.97 meters to point 4 (15o 08° 00°, 121o 05° 30°); Thence, N. 89o 59' E., 447.84 meters to point 5 (15o 08° 00°, 121o 05° 45°); Thence, S. 00o 01' E., 460.99 meters to point 6 (15o 07° 45°, 121o 05° 45°); Thence, S. 89o 59' W., 1,791.37 meters to point 1 which is the point of beginning, containing an area of 330.3062 hectares, more or less. Accordingly, the Quarry License No. 33 issued by the Bureau of Mines and Geo-Sciences in favor of Rosemoor Mining and Development Corporation is hereby cancelled and revoked.
