BY THE PRESIDENT OF THE PHILIPPINES

[ Proclamation No. 177, October 30, 1987 ]

DECLARING DECEMBER 3 TO 10, 1987, AND THE SAME PERIOD OF EVERY YEAR THEREAFTER AS “NATIONAL HUMAN RIGHTS WEEK”

WHEREAS, the 1987 Constitution, in its Article II, Section 11, declared as a State policy: “The State values the dignity of every human person and guarantees full respect for human rights”;

WHEREAS, the Constitution created an independent office called the Commission on Human Rights;

WHEREAS, there is a need to focus public awareness on this State policy and the commitment of the government to the observance of and respect for human rights;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare December 3 to 10, 1987 and the same period of every year thereafter as “National Human Rights Week”.

The Commission on Human Rights shall initiate activities designed to highlight respect for and observance of human rights. I urge all government offices and agencies and non-governmental organizations to conduct commemorative and educational activities during the period of the celebration of National Human Rights Week.1aшphi1
