[ Proclamation No. 176, October 29, 1987 ]

DECLARING THE MONTH OF NOVEMBER 1987 AS NATIONAL SHELTER MONTH

WHEREAS, the United Nations has declared 1987 as International Year of Shelter for the Homeless (IYSH) under Resolution No. 37/221, dated 20 December 1982, of its General Assembly;

WHEREAS, the objectives of the IYSH is to improve the shelter and neighborhood of the poor and the disadvantaged and to demonstrate ways and means of achieving such improvements particularly in developing countries;

WHEREAS, it is the policy of the national government to focus its National Shelter Program to the urgent need for housing and related services of the poor and the disadvantaged, which policy is in consonance with the objectives of the International Year of Shelter for the Homeless;

WHEREAS, under Executive Order No. 90, dated 17 December 1986, the National Housing Authority is mandated, as the sole government agency engaged in direct shelter production, to concentrate its efforts in providing for the poor; and

WHEREAS, there is a continuing need to call attention to the problems of the homeless poor and echo the concern of the United Nations for them;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period November 1-30, 1987, as National Shelter Month under the auspices of the National Housing Authority and such other organizations particularly of the private sector which are participating in the national effort to respond to the needs of the poor.1aшphi1
