MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 140-A, August 17, 1987 ] SUPPLEMENTING PROCLAMATION NO. 140 DATED AUGUST 14, 1987 PROCLAIMING A STATE OF PUBLIC CALAMITY IN CERTAIN AREAS IN THE COUNTRY WHICH WERE AFFECTED BY TYPHOON “HERMING”. I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order the inclusion of Mindoro Oriental and Mindoro Occidental in the areas in Region 4 where a state of public calamity exist.
