[ Proclamation No. 115, June 8, 1987 ]

AUTHORIZING THE PHILIPPINE SPECIAL OLYMPICS FOUNDATION, INC. TO CONDUCT A NATIONAL EDUCATIONAL AND FUND CAMPAIGN FOR A PERIOD OF ONE YEAR AND DESIGNATING THE PERIOD FROM JUNE 8-14, 1987, AS SPECIAL OLYMPICS WEEK.

WHEREAS, there are more than 1.7 million mentally-retarded children and adults in the Philippines, and every year at least 30,000 children are born to become mentally-retarded;

WHEREAS, 98% of the mentally-retarded have potentials for growth and development and of becoming useful citizens of the country provided they are given the proper help early enough;

WHEREAS, Special Olympics is the worlds largest and fastest growing program of physical training, sports and recreation for the mentally-retarded, under the auspices of the Special Olympics International, Inc.;

WHEREAS, the Philippine Special Olympic Foundation, Inc., as the only accredited national organization in the country by Special Olympics International, has since 1978, helped scores of mentally-retarded Filipinos and their families through a systematic program of year-round training: olympic-type games at various levels and participation in international games; personnel development, establishment of Special Olympics organization, and public education; and

WHEREAS, there is a need to conduct an educational and fund campaign that will raise funds to enable the Philippine Special Olympics Foundation, Inc. to support its program as well as increase the understanding and concern of the general public for the mentally-retarded;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by the powers vested in me by law, do hereby authorize the Philippine Special Olympics Foundation, Inc., to conduct a national educational and fund campaign for a period of one year upon promulgation of this proclamation and do hereby designate June 8 to 14, 1987, as Special Olympics Week to be highlighted with a series of significant events culminating in a four-day National Special Olympics Games on June 11-14, 1987, at Cebu City, to be spearheaded by the National Games Executive Committee, specially created by the Philippine Special Olympics Foundation for this purpose.1aшphi1

I also call upon all citizens and residents of the Philippines, regardless of nationality or creed, as well as government officials and employees, business firms, civic, religious and educational institutions to give this campaign active support and leadership in their respective capacities and to give generously of their means.

In addition, I call upon the residents and officials of Cebu Province, more specifically Cebu City, to extend their utmost support to assure that the 1987 National Special Olympics Games is a resounding success.

Furthermore, I hereby authorize all government corporations and financing institutions to appropriate from their funds, donations to the Philippine Special Olympics Foundation, Inc. in support of its worthy cause.

It is hereby reiterated that all donations and contributions to the Philippine Special Olympics Foundation Fund Campaign and its various projects and activities shall be exempt from income, gift, amusement and all other taxes, and shall contribute allowable deductions under Section 30, paragraph (h) of the National Internal Revenue Code, as amended.

IN WITNESS WHEREOF, I have hereunto set my hand caused the seal of the Republic of the Philippines to be affixed.
