ESTABLISHING AS WATERSHED FOREST RESERVE A CERTAIN IN PARCEL OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITIES OF GONZAGA AND LAI-LO, BOTH IN THE PROVINCE OF CAGAYAN, ISLAND OF LUZON, FOR THE PURPOSE OF PROTECTING, MAINTAINING AND IMPROVING WATER YIELD AND PROVIDING A RESTRAINING MECHANISM FOR INAPPROPRIATE FOREST EXPLOITATION AND DISRUPTIVE LAND-USE.

Upon recommendation of the Secretary of Natural Resources, and by virtue of the power vested in me by law, I, CORAZON C. AQUINO, President of the Philippines, do hereby withdraw from entry, sale, disposition or settlement and set aside as watershed forest reserve, subject to private rights, if any there be, and to the operations of previous proclamations reserving any portion thereof for specific purposes a certain parcel of land of the public domain situated in the Municipalities of Gonzaga And Lal-lo, both in the Province of Cagayan, Island of Luzon, as shown and described in Bureau of Forest Development Map W.R. 66, with the following technical description;

The Department of Natural Resources thru the Bureau of Forest Development shall administer and manage the reservation, in coordination with other agencies of the government, for the purposes of protecting, maintaining and improving water yield and providing a restraining mechanism for inappropriate forest exploitation and disruptive land use.
