[ Proclamation No. 2421, May 22, 1985 ]

DECLARING THE GENERAL ELECTIONS OF THE KABATAANG BARANGAY ON JULY 13 TO 14, 1985 AND FOR OTHER PURPOSES.

WHEREAS, the Government recognizes the vital role of the youth in the country’s socio-economic, cultural, and political development;

WHEREAS, in cognizance of this potent force, the Kabataang Barangay was created to afford the youth greater participation in the decision-making and policy-making processes at various levels government;

WHEREAS, it is imperative that a smooth turnover of leadership within the Kabataang Barangay is necessary to ensure continuous representation and participation of the youth;

WHEREAS, the Kabataang Barangay National Council have made representations with this Office for the immediate conduct of the KB General Elections in consideration of the clamor emanating from the various Barangay Assemblies;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby declare:

Section 1. The General Elections of the Kabataang Barangay shall be conducted as follows:

a. Barangay Assembly Election July 13-14, 1985
b. Municipal and City Federation Elections within fifteen days after the conduct of barangay level elections.
c. Provincial Federation Elections within 20 days after the conduct of municipal level elections.
d. Regional Federation Elections within 20 days after the conduct of provincial federation elections.

Section 2. The Kabataang Barangay National Executive Committee shall formulate and implement the guidelines which shall govern the conduct of the general elections consistent with the KB Election Code enacted and promulgated by the KB National Council.

Section 3. The Ministry of Local Government, Ministry of Education, Culture and Sports and the Commission on Elections shall assist the Kabataang Barangay in the planning, execution and actual conduct of the general elections.

Section 4. In accordance with the KB Constitution, all newly-elected KB Officers shall assume office on the last Sunday of November, 1985.

Section 5. All newly-elected KB Provincial, City and Municipal Federation Presidents shall undergo a National Leadership Training which shall be conducted by the KB National Secretariat in November of the current Calendar Year.

Section 6. Incumbent KB leaders shall train the incoming set of officers on their actual roles and duties during the transition period between the time of their election to the time of their actual assumption into office.1aшphi1

Section 7. The various local government units through their respective Chief Local Executives shall extend all possible assistance and support to ensure the smooth conduct of the general elections.

Section 8. This Proclamation shall take effect immediately.
