[ Proclamation No. 2404, March 21, 1985 ]

DECLARING THE PERIOD MAY 2-8, 1985 AS STATE AUDIT AND PUBLIC ACCOUNTABILITY CONSCIOUSNESS WEEK AND MAY 8 AS COMMISSION ON AUDIT DAY AND DIRECTING THE ANNUAL OBSERVANCE THEREOF.

WHEREAS, it is the declared policy of the State that all resources of the government shall be managed, expended or utilized in accordance with law and regulations, and safeguarded against loss or wastage through illegal or improper disposition, in order to ensure efficiency, economy and effectiveness in government operations;

WHEREAS, in pursuance of such policy, the promotion of public accountability and its institutionalization require clientele cooperation and the active participation and interest of the citizens of the Republic;

WHEREAS, in response to these challenges, the Commission on Audit has initiated innovations and reforms deserves of national awareness and concern;

WHEREAS, there arises the imperative need to generate among the people a continuing interest in and active awareness of the innovative reforms that the Commission on Audit has initiated as well as enlist the cooperation of the people in the enhancement of efficiency and effectiveness in the operations of the government;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare May 2-8, 1985 as State Audit and Public Accountability Consciousness Week and May 8 as Commission on Audit Day, and direct their observance on the same dates every year thereafter.
