DECLARING THE TWENTY THIRD OF JULY NINETEEN HUNDRED EIGHTY FOUR AND EVERY YEAR THEREAFTER AS “MABINI DAY” AND A SPECIAL NON-WORKING PUBLIC HOLIDAY FOR THE PROVINCE OF BATANGAS AND THE CITIES EMBRACED THEREIN.

WHEREAS, Monday, July 23, 1984, marks the 120th birthday of Apolinario Mabini, popularly known as the “Sublime Paralytic” whose ideals and principles in life are now the nation’s treasured legacy; and

WHEREAS, the people of Batangas, his birthplace, desire to celebrate his natal day with fitting ceremonies;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law do hereby declare the twenty-third day of July 1984 and every year thereafter as “Mabini Day” and a special non-working public holiday in the Province of Batangas and the cities therein.
