[ Proclamation No. 2365, July 3, 1984 ]

DESIGNATING EVERY THIRD TUESDAY OF JULY AS NATIONAL CHILDREN’S BOOK DAY.

WHEREAS, the state recognizes the vital role of the youth in nation-building and is dedicated to the promotion of their intellectual and social well-being; and

WHEREAS, the promotion of literature for the youth is one such means whereby their intellectual and social well being may be furthered; and

WHEREAS, the state is equally mandated to promote the arts and letters and to place these under its patronage; and

WHEREAS, it shall be beneficial to the promotion of these objectives that a day shall be set aside for the purpose of focusing the attention of the nation on the need for wholesome children’s literature; and

WHEREAS, it is right and fitting that this celebration be made to coincide with the anniversary of the publication of Jose Rizal’s rendition of the folk tale The Monkey and the Turtle in the July 1889 issue of Trubner’s Oriental Record in London.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines by virtue of the powers vested in me by law, do hereby proclaim that every third Tuesday of the month of July be hereby designated, as it is so designated, to be, celebrated as National Children’s Book Day.1aшphi1

FURTHERMORE, I hereby designate the Philippine Board on Books for Young People (PBBY) as the overall coordinating body of all activities directly and indirectly related with the celebration of National Children’s Book Day.
