PROCLAMATION NO. 2319

DECLARING MONDAY, OCTOBER 31, 1983, AS A SPECIAL NON-WORKING PUBLIC HOLIDAY

WHEREAS, All Saints Day is celebrated on the first day of November of every year, due to our tradition of paying homage to departed relatives and friends;

WHEREAS, to give full opportunity to our people to properly observe this religious tradition which invariably requires them to travel to different regions of the country, it is necessary to declare October 31, 1983, which falls between two (2) holidays, as a special non-working public holiday without detriment to public interest;

NOW, THEREFORE, I, FERDINAND E. MARCOS, by virtue of the powers vested in me by law, do hereby declare Monday, October 31, 1983, as a nationwide special non-working public holiday.

In witness whereof, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 26th day of October, in the year of Our Lord, nineteen hundred and eighty-three.
