PROCLAMATION NO. 2293

AUTHORIZING THE TAHANAN OUTREACH PROJECTS & SERVICES INC., (TOPS) TO CONDUCT A NATIONAL EDUCATIONAL AND FUND CAMPAIGN DURING THE PERIOD FROM MAY 1, 1983 TO APRIL 30, 1984 AND EVERY YEAR THEREAFTER.

WHEREAS, it is the vital concern of the Government and of the New Society to combat the menace of juvenile delinquency through treatment, rehabilitation and aftercare services of young offenders;

WHEREAS, the strength of the nation lies in the preservation of the unity of the Filipino family and the development of its youth;

WHEREAS, the Tahanan Outreach Projects and Services, Inc., (TOPS), is dedicated to the normalization of socially mal-adjusted youth in a community setting, hand-in-hand with his family through innovative approaches, dynamic strategies and development of positive attitudes and skills, thus serving as a model for related rehabilitation outreach programs; and

WHEREAS, the Tahanan Outreach Projects and Services, Inc. (TOPS), as the only private, non-profit organization with objectives directed to these noble ends, needs and deserves nationwide support;

NOW, THEREFORE, I, call upon all residents of the Philippines, regardless of nationality and creed, whether in government service or private enterprise, to give generously and participate actively in this fund campaign and I reiterate that all donations of contributions given to this worthy cause shall be exempt from income and gift taxes, as provided in Presidential Decree No. 507, and the same shall constitute allowable deductions in full from the income of the donors and contributions for income tax purposes.

I also call upon all school teachers, administrators and school children to fully support this fund drive and thus participate in this worthwhile endeavor for the benefit of children in trouble with law.

* I also authorize all government financing institutions, government corporations and other government agencies to donate generously from their funds to the Organization, in consideration of the fact that the Government has a major project of rehabilitating the disadvantage youth.⚖ - ℒαɯρhi৷
