PROCLAMATION NO. 2213

DECLARING THE THIRD WEEK OF JUNE OF EVERY YEAR AS GENERAL AVIATION WEEK AND CREATING THE PHILIPPINE MULTI-SECTORAL AVIATION COUNCIL.

WHEREAS, in times of public disasters, the fleet of privately-owned aircraft composed of fixed wing planes and helicopters could be called upon to bring quick relief to calamity victims;

WHEREAS, the Philippine Air Force has recognized the essentiality in times of peace and war of the private aircraft owners, pilots and related airmen composing the Aircraft Owners and Pilots Association of the Philippines (AOPAP) thereby making the PAF officially name the said AOPAP as its reserve affiliate;

WHEREAS, in numerous instances, the officers and members of the AOPAP has performed humanitarian missions to many farflung communities of the Philippines like Palanan in Isabela, Batanes in Northern Luzon, and the hinterlands of Visayas and Mindanao carrying medicines, or seriously injured or critically ill individuals all in the name of charity and brotherly concern; and

WHEREAS, the AOPAP will continue to be performing the aforesaid missions and humanitarian acts beneficial to our country and to our people;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines in commemoration of the 9th World Assembly of the International Council of Aircraft Owner and Pilot Associations, do hereby proclaim every third week of June, beginning this week, June 14 to 21, 1982, and thereafter as the General Aviation Week; and further

I do hereby order the creation and establishment of the Philippine Multi-Sectoral Aviation Council (PMAC) composed of, in consultative capacities, one representative each to be invited from the International Council of Aircraft Owner and Pilot Associations (IAOPA) and the World Safety Organization (WSO) and the working representatives of one each from the Ministry of Transportation and Communications (MOTC); Bureau of Air Transportation (BAT); Civil Aeronautics Board (CAB); Philippine Air Force (PAF); Philippine Airlines (PAL); Office of the President of the Philippines; and the Aircraft Owners and Pilots Associations of the Philippines (AOPAP) and last named entity to chair the PMAC and for said AOPAP to provide the PMAC Executive Secretariat to initiate, programs, manage, monitor, and implement the PMAC policies, projects and activities; and lastly, for the PMAC to conduct on a highly professional basis, studies, and researches and adopt programs for the good of the public, and to render objectives reports and recommendations at least once a month to the President of the Republic of the Philippines;

All government agencies and instrumentalities having to do with general aviation including the Manila International Airport shall allow full access to their facilities and extend maximum support to the PMAC;
