PROCLAMATION NO. 2082

AUTHORIZING THE NARCOTICS FOUNDATION OF THE PHILIPPINES, INC. TO CONDUCT A NATIONWIDE EDUCATIONAL AND FUND CAMPAIGN DURING THE PERIOD FROM APRIL 1, 1981 TO MARCH 31, 1982.

WHEREAS, the Narcotics Foundation of the Philippines, Inc., a private non-profit organization, supplementing the program of the Government in the treatment, rehabilitation and after-care services of drug abusers, who are mostly school boys and girls;

WHEREAS, the Foundation will intensify its educational campaign, continue maintenance of its rehabilitation center and establish additional walk-in clinics as part of the continuing implementation of a comprehensive program against drug abuse; and

WHEREAS, the Foundation needs the support of the public to realize its laudable objectives;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Narcotics Foundation of the Philippines, Inc. to conduct a nationwide educational and fund campaign during the period from April 1, 1981 to March 31, 1982.

I call upon all citizens and residents of the Philippines, irrespective of nationality or creed, to give generously and participate actively in this campaign and thus help in rekindling the hopes and aspirations of the youth who are victims of drug abuse to play their role in our society as useful citizens.

All donations or contributions to and income of this educational and fund campaign shall be exempted from income, gift, amusement and all other taxes as well as duties; and the same further be deductible in full and shall not be included for purposes of computing the maximum amount deductible under Section 30, paragraph (h), of the National Internal Revenue Code, as amended.

IN WITNESS, WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
