PROCLAMATION NO. 2028

EXTENDING THE AREA COVERED BY THE PROCLAMATION OF THE EXISTENCE OF A STATE OF CALAMITY IN THE WAKE OF TYPHOON “ARING”

WHEREAS, Proclamation No. 2027 was issued on November 8, 1980 to protect the public interest in certain towns following the damage and destruction wrought by Typhoon “Aring”, by preventing excessive increase in prices of prime commodities through profiteering and hoarding;

WHEREAS, further surveys and reports since then indicate an urgent need to enlarge the area where a state of calamity exists so as to cover certain provinces in their entirety;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim that a state of calamity exists in the following provinces, in addition to the towns of Bulacan and Pampanga enumerated in Proclamation No. 2027:

4. Isabela 10. La Union
5. Nueva Ecija 11. Nueva Vizcaya
6. Quirino

The measures ordered to be taken under Proclamation No. 2027 shall be carried out in the entire area covered by the provinces listed above.

In addition, the Ministry of Agriculture shall immediately distribute palay seeds at the subsidized price, or grant palay seed loans wherever necessary in order to enable farmers in the afflicted areas to replant.

The National Grains Authority shall issue rice loans to farmers who may need the same, under easy terms of repayment.

The Ministry of Transportation and Communications and the Ministry of National Defense shall endeavor to bring fuel supplies and basic commodities either by air transportation or by other means to such places in the afflicted provinces as are threatened by a supply shortage of these items.

The Ministry of Education shall make provisions for the late entrance of students coming from the afflicted areas covered by this proclamation.
