PROCLAMATION NO. 2004

DECLARING THE PERIOD FROM NOVEMBER 23 TO 29, 1980 AS ASEAN LAW WEEK AND AUTHORIZING THE ASEAN LAW ASSOCIATION (PHILIPPINES NATIONAL COMMITTEE) TO CONDUCT A NATIONWIDE FUND DRIVE FOR A PERIOD OF FIVE MONTHS.

WHEREAS, the 1980 General Assembly of the ASEAN Law Association will be hosted by the Philippines in the City of Manila from November 23 to 29, 1980;

WHEREAS, the ASEAN Law Association is an organization of Members of the legal profession in the ASEAN countries (Indonesia, Malaysia, Singapore, Thailand and the Philippines), such as advocates, attorneys, barristers, counsellors, government lawyers, judges, jurists, justices, notaries public, solicitors, and teachers of law;

WHEREAS, the ASEAN Law Association is dedicated to the following objectives:

1. To promote closer relations, cooperation and mutual understanding amongst lawyers in the ASEAN countries;

2. To provide the organizational framework for regional cooperation in the study and research in the harmonization of relevant fields of law among the ASEAN countries, as required by the social and economic development of the region;

3. To provide organizational facilities for ASEAN cooperation in conflict avoidance, in the arbitration or resolution of legal disputes in transactional contracts within the ASEAN region; and

4. To cooperate with international, regional, national and other organizations in the furtherance of the aforementioned objectives.

WHEREAS, the holding of the first conference of the Association in Manila for the realization of the aforestated objectives deserves the support of our people and government;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from November 23 to 29, 1980 as ASEAN Law Week during which period our countrymen may reflect upon the significance of the Assembly, the importance of ASEAN, and the desirability of unity and cooperation amongst the lawyers of ASEAN for the enhancement of peace and stability in the region and the realization of our common goal of improving the quality of life of our people.

I hereby authorize the ASEAN Law Association (Philippine National Committee) to conduct a nationwide fund drive for a period of five months from the issuance of the proclamation and I enjoin all citizens and residents of the Philippines, corporations, associations, and other entities, public or private, to give generously of their means to this undertaking.

All donations of contributions made or which may be made by private entities or persons to the ASEAN Law Association (Philippine National Committee) shall be exempt from income and gift taxes and the same shall further be deductible in full and shall not be included for purposes of computing the maximum amount deductible under Section 30, par. (h), of the National Internal Revenue Code, as amended.
