PROCLAMATION NO. 2001

RESERVING FOR AGRICULTURAL AND LIVELIHOOD PROJECTS CERTAIN PARCELS OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITIES OF SULTAN KUDARAT AND BULDON, PROVINCE OF MAGUINDANAO AND THE MUNICIPALITY OF PIGCAYAWAN, PROVINCE OF NORTH COTABATO, ISLAND OF MINDANAO, PHILIPPINES, UNDER THE MANAGEMENT AND ADMINISTRATION OF THE SOUTHERN PHILIPPINES DEVELOPMENT AUTHORITY OF THE MINISTRY OF HUMAN SETTLEMENTS.

WHEREAS, the Southern Philippines Development Authority (SPDA), under Presidential Decree No. 1703, is mandated to initiate and undertake economic activities to accelerate the development of Southern Philippines through industries and cooperatives, livelihood projects at the small country side;

WHEREAS, the Ministry of Human Settlements is involved in Community Development and Livelihood projects;

WHEREAS, the Ministry of Agrarian Reform is mandated to establish settlements, compact farms and to operate equipment and tractor pools;

WHEREAS, the Presidential Committee on Rehabilitation and Development in Southern Philippines (PCRDSP) created by Presidential Memorandum Order No. 697, is tasked with the rehabilitation of persons and communities affected by the recent troubles and their subsequent involvement in development activities;

WHEREAS, the government’s concern in development of Southern Philippines in harnessing the manpower potentials of mustered-out trainees, draftees/ICHDF’s retired military personnel, MNLF, returnees and other persons involved or affected by the conflict in Southern Philippines;

WHEREAS, to effectively achieve this objective certain parcels are to be available in Region XII to be developed to compact farms, BLISS Livelihood projects and farm cooperatives;

Upon the recommendation of the Minister of Agrarian Reform with the concurrence of the Minister of Natural Resources, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby reserve for settlement and development purposes certain parcels of land of the public domain situated in the municipalities of Sultan Kudarat and Buldon, province of Maguindanao and in the municipality of Pigcawayan province of North Cotabato, Island of Mindanao, Philippines under the management and administration of the Southern Philippines Development Authority of the Ministry of Human Settlements in cooperation with Ministry of Agrarian Reform, the Ministry of Agriculture and the PCRDSP subject to private rights if any there be and to future classification and boundary survey, which parcels of public land and more particularly described as follows:

TECHNICAL DESCRIPTION

A parcel of land within the public domain situated in the municipalities of Sultan Kudarat and Buldon, Province of Maguindanao and the municipality of Pigcawayan, Province of North Cotabato bounded on the north by private agricultural land; on the South by public lands; in the East by Timberlands and in the West by public and private lands.

Beginning from a point marked “1” which is at intersection of Buldon Road and Oring creeks.

thence N. 32 deg. 00’W., 7,050 m. to point 11;

thence N. 12 deg. 00’E., 4,080 m. to point of
