PROCLAMATION NO. 1991

AUTHORIZING THE PHILIPPINE PRINTING TECHNICAL FOUNDATION (PPTF) TO CONDUCT A NATIONAL EDUCATIONAL, MEMBERSHIP AND FUND CAMPAIGN DURING THE PERIOD FROM AUGUST 1, 1980 TO JULY 31, 1981.

WHEREAS, the printing industry, a major dollar earner, is experiencing a manpower shortage;

WHEREAS, the Philippine Printing Technical Foundation (PPTF), a non-stock, non-profit, organization serving the manpower needs of the country’s graphic arts communications industry, has been engaged in assisting the industry overcome its problems by upgrading the quality of printing in the country through manpower development programs; and

WHEREAS, the PPTF needs and deserves public assistance, particularly in raising funds necessary for the success of its set goals;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Philippine Printing Technical Foundation to conduct a national educational, Membership and fund campaign during the period from August 1, 1980, to July 31, 1981.

I call upon all citizens and residents of the Philippines, irrespective of nationality or creed, to give generously and participate actively in this campaign.

All donations or contributions which may be made by private entities or persons to the Philippine Printing Technical Foundation shall be exempted from income and gift taxes, and the same shall constitute allowable deductions from the income of donors and contributors for income tax purposes.

Done in the City of Manila, this 29th day of July, in the year of Our Lord, nineteen hundred and eighty.
