MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 1962 RESERVING FOR INDUSTRIAL SITE DEVELOPMENT PURPOSES OF THE PHIVIDEC INDUSTRIAL AUTHORITY A CERTAIN PARCEL OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITIES OF TAGOLOAN AND VILLANUEVA, PROVINCE OF MISAMIS ORIENTAL, ISLAND OF MINDANAO. WHEREAS, it is the policy of the Government to encourage, promote and sustain the economic and social growth of the country and that the establishment of professionalized management of well-planned industrial areas shall further this objective; WHEREAS, to carry out] the above policy, a body corporate known as the PHIVIDEC Industrial Authority has been created under Presidential Decree No. 538 dated August 13, 1974; and WHEREAS, under the said Presidential Decree, the first area designated to be developed by the PHIVIDEC Industrial Authority is that parcel of land located in the Municipalities of the Tagoloan and Villanueva in the Province of Misamis Oriental, bounded on the West by Macajalar Bay, on the North by the Taganga Creek, on the East by the Kiamo and Kirahon plateaus and on the South by the Tagoloan River containing an area of 3,000 hectares, more or less; Provided, however, that the foreshore area from Tagoloan River, Municipality of Tagoloan, up to the Taganga Creek, Municipality of Villanueva, and the offshore area 400 meters toward the sea from the in shore limit between the Tagoloan River and the Taganga Creek, shall be ceded, transferred and conveyed in absolute ownership to the National Steel Corporation for the nominal sum of one peso. NOW, THEREFORE, upon the recommendation of the Minister of Natural Resources, and by virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby withdraw from sale or settlement and reserve for industrial site development purposes under the administration of the PHIVIDEC Industrial Authority, the public domain situated in the Municipalities of Tagoloan and Villanueva, Province of Misamis Oriental, Island of Mindanao, the technical descriptions of which are attached and made an integral part hereof, as surveyed under Swo-10-000065.ℒαwρhi৷ The foreshore area from Tagoloan River, Municipality of Tagoloan up to the Taganga Creek, Municipality of Villanueva, which shall be ceded, transferred and conveyed in absolute ownership to the National Steel Corporation for the nominal sum of one peso as provided for under Presidential Decree No. 538 dated August 13, 1974 is however excluded from the operation of the proclamation.
