BY THE PRESIDENT OF THE PHILIPPINES

PROCLAMATION NO. 1952

AUTHORIZING THE FOUNDATION FOR YOUTH DEVELOPMENT IN THE PHILIPPINES, INC., TO CONDUCT A NATIONAL EDUCATIONAL AND FUND CAMPAIGN FOR A PERIOD OF ONE YEAR.

WHEREAS, under the "Educational Development Decree of 1972," one of the declared policies of the government is to assure the maximum participation of all the people in the attainment and enjoyment of the benefits of accelerated economic development and social progress;

WHEREAS, literacy and socio-economic growth are closely interrelated;

WHEREAS, the functional literacy promotion, integrated with the over-all national development plan, is the most practical and effective approach for the training and mobilization of our human resources so that they can support intelligently the thrust of national development under the New Society; and

WHEREAS, the combined efforts of the government and private agencies to implement the fundamental duty of unfettering our illiterates from ignorance, poverty and fear to give them dignity and equal opportunities and to enable them to participate creatively in nation building, can succeed only if the whole nation extends maximum moral and financial support;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Foundation for Youth Development in the Philippines, Inc. to conduct its sixth national educational and fund campaign for a period of one year from the issuance of this proclamation.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
