RESERVING FOR RESETTLEMENT PURPOSES OF URBAN SQUATTERS CERTAIN PARCELS OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITIES OF MONTALBAN, PROVINCE OF RIZAL, AND SAN JOSE DEL MONTE, PROVINCE OF BULACAN.

WHEREAS, more than a million people or about a third of the population, of Metropolitan Manila are squatters and slum dwellers resulting from the phenomenon of mass migration to urban centers experienced by all developing countries;

WHEREAS, rampaging floods caused by the unprecedented rains over Luzon and the Metropolitan Manila area have accentuated the need to clear slum and squatter areas, especially the danger areas of the Metropolitan Manila, such as the flood-prone esteros, creeks, rivers and their basins, the railway lines, the garbage damps, etc.;

WHEREAS, the present government projects for the resettlement of urban squatters have already been filled to their maximum capacity, and there need to establish additional projects for the resettlement of urban squatters;

WHEREAS, five parcels of public land have been found available for development into such resettlement projects; and

WHEREAS, the development of this resettlement projects for urban squatters and slum dwellers may be carried out with the cooperation of the National Social Action Council which has for one of its functions the carrying out of long range social action programs;

NOW, THEREFORE, upon recommendation of the Secretary of Agriculture, and Natural Resources and by virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby reserve for resettlement purposes under the joint administration of the Land Authority and the People’s Home-site and Housing Corporation in accordance with the provisions °f Republic Act No. 3844, otherwise known as the Agricultural Land Reform Code, for development into resettlement project of urban squatters, and, whenever feasible, for low-cost housing as well, in coordination with the National Social Action Council, the five parcels of land of the public domain, subject to future survey, which parcels of land are more particularly described as follows:
