MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 451, September 13, 1965 ] DECLARING FRIDAY, SEPTEMBER 17, 1965, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCE OF TARLAC. WHEREAS, Francisco Makabulos was one of the outstanding Filipino generals in the revolutionary wars against Spain and the United States; and WHEREAS, the people of Tarlac, his birthplace, should be given full opportunity to celebrate his birthday anniversary on September 17, 1965, with appropriate ceremonies; NOW, THEREFORE, I, DIOSDADO MACAPAGAL, President of the Philippines, by virtue of the authority vested in me by Section 30 of the Revised Administrative Code, do hereby declare Friday, September 17, 1965, as a special public holiday in the province of Tarlac.
