MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ PROCLAMATION NO. 61, November 15, 1962 ] DECLARING FRIDAY, NOVEMBER 16, 1962, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCE OF ILOCOS SUR WHEREAS, the birthday anniversary of the late Elpidio Quirino, former President of the Philippines, falls on November 16, 1962; and WHEREAS, the people of Ilocos Sur, his birthplace, desire that they be given full opportunity to celebrate the day with appropriate ceremonies; NOW, THEREFORE, I, DIOSDADO MACAPAGAL, President of the Philippines, pursuant to the authority vested in me by section 30 of the Revised Administrative Code, do hereby declare Friday, November 16, 1962, as a special public holiday in the province of Ilocos Sur.1âшphi1 IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.£A⩊phi£ Done in the City of Manila, this 15th day of November, in the year of Our Lord, nineteen hundred and sixty-two.
