DECLARING THURSDAY, APRIL 2, 1959, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCES OF BULACAN AND BATAAN
WHEREAS, the second day of April is the birthday of Francisco Balagtas, Prince of Filipino Poets; and
WHEREAS, it is fitting and proper that the people of Bulacan, his birthplace, and Bataan, where he lived and died, be given full opportunity to celebrate his birthday;
NOW, THEREFORE, I, CARLOS P. GARCIA, President of the Philippines, by virtue of the powers vested in me by Section 30 of the Revised Administrative Code, do hereby declare Thursday, April 2, 1959, as a special public holiday in the provinces of Bulacan and Bataan.
