Proclamation No. 155

DESIGNATING THE PERIOD FROM NOVEMBER 19 TO DECEMBER 21, 1949, FOR THE FIRST ANNUAL FUND CAMPAIGN OF THE COMMUNITY CHEST OF GREATER MANILA.

WHEREAS, the Community Chest of Greater Manila has been organized to promote effective planning and coordination of the health, welfare and character-building activities of the community, to foster the ideals of unity and cooperation, and to make our communities better places in which to live;

WHEREAS, the Community Chest of Greater Manila will do away with the numerous and separate fund campaigns conducted by the associations and organizations therewith affiliated, thereby serving the best interests of the contributors, solicitors and the ultimate beneficiaries through savings of time and expense; and

Whereas, the Community Chest of Greater Manila will conduct a single fund campaign and allot the amounts raised in its annual fund campaigns among its affiliated agencies after a careful study of their budgets and actual program needs and an audit of their expenses, thereby insuring to the contributing public that their contributions for health, welfare and character building are carefully safeguarded and wisely spent with administrative and overhead expenses kept to the lowest possible minimum consistent with efficient operation;

Now, therefore, I, Elpidio Quirino, President of the Philippines, do hereby designated the period from November 19 to December 21, 1949, during which the Community Chest of Greater Manila will conduct its First Annual Campaign and solicit contributions for carrying out its health, welfare and character-building activities. I call upon all civic-spirited citizens, residents and organizations of the Philippines to support this fund campaign and to give generously to the Chest. I also authorize all national, provincial, city and municipal government officials and school authorities and teachers to accept, for the Community Chest of Greater Manila, fund-raising responsibilities and urge them to give active support and leadership in their respective communities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 20th day of October, in the year of Our Lord, nineteen hundred and forty-nine, and of the Independence of the Philippines, the fourth.
