Proclamation No. 438

DECLARING THE AFTERNOON OF THE DAY SET ASIDE BY EACH MUNICIPALITY FOR THE CELEBRATION OF THE RICE PLANTING DAY A SPECIAL PUBLIC HOLIDAY IN SUCH MUNICIPALITY.

Whereas, under Proclamation Numbered Four hundred two, issued on May eleventh, nineteen hundred and thirty-nine, all municipal councils have been ordered to set aside one day during the rice planting season in each community for the celebration of Rice Planting Day, and the inhabitants of the locality concerned enjoined to observe this day with appropriate ceremonies and festivities;

Now, therefore, I, Manuel L. Quezon, President of the Philippines, upon the recommendation of the Secretary of the Interior and pursuant to the provision of section thirty of the Revised Administrative Code, do hereby declare the afternoon of the day set aside by each municipal council as Rice Planting Day a special public holiday in the municipality concerned in order to give the inhabitants thereof full opportunity to participate in the celebration of such day so that the same may be fittingly observed.

In witness whereof, I have hereunto set my hand and caused the seal of the Commonwealth of the Philippines to be affixed.
