MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ MEMORANDUM ORDER NO. 14, July 17, 2023 ] CONCURRENCE OF THE PRESIDENT IN THE DEPUTATION OF LAW ENFORCEMENT AGENCIES AND INSTRUMENTALITIES OF THE GOVERNMENT, INCLUDING THE PHILIPPINE NATIONAL POLICE AND THE ARMED FORCES OF THE PHILIPPINES, IN CONNECTION WITH THE 29 JULY 2023 PLEBISCITE TO RATIFY THE MERGING OF VARIOUS BARANGAYS AND RENAMING OF THE MERGED BARANGAYS AND OTHER AFFECTED BARANGAYS IN THE CITY OF BACOOR, CAVITE WHEREAS, City Ordinance No. 275-2023 (s. 2023) of the Sangguniang Panlungsod of Bacoor provides for the merging of various barangays and renaming of the merged barangays and other affected barangays in the City of Bacoor, Cavite; WHEREAS, the Commission on Election (COMELEC), through its Resolution No. 10920 (s. 2023), resolved to request the concurrence of the President in the deputation of law enforcement agencies and other instrumentalities of the Government, including the Armed Forces of the Philippines (AFP), in connection with the 29 July 2023 Plebiscite to ratify the merging of various barangays in the City of Bacoor, Cavite; and WHEREAS, pursuant to Section 2(4), Article IX-C of the Constitution, the COMELEC is empowered to deputize, with the concurrence of the President, law enforcement agencies and instrumentalities of the Government, including the AFP, for the exclusive purpose of ensuring free, orderly, honest, peaceful, and credible elections; NOW, THEREFORE, I, FERDINAND R, MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, hereby concur with COMELEC Resolution No. 10920 (s. 2023), deputizing the AFP, the Philippine National Police, and other law enforcement agencies and instrumentalities of the Government, in connection with the 29 July 2023 Plebiscite to ratify the merging of various barangays and renaming of the merged barangays and other affected barangays in the City of Bacoor, Cavite. The foregoing law enforcement agencies and other concerned agencies are hereby directed to coordinate and cooperate with the COMELEC in the performance of their duties and functions.1âшphi1 This Memorandum Order shall take effect immediately.
