[ MEMORANDUM ORDER NO. 14, April 29, 2011 ]
DIRECTING THE PAYMENT STARTING 01 MAY 2011 OF ONE-HALF OF THE YEAR-END BONUS AND CASH GIFT TO GOVERNMENT EMPLOYEES
WHEREAS, the grant of the Year-End Bonus equivalent to one (1) month basic salary and Cash Gift of Five Thousand Pesos (P5,000) to government employees is authorized under Republic Act (RA) No. 6686, as amended by RA No. 8441, and in the annual General Appropriations Act (GAA);
WHEREAS, Section 55 of the General Provision of Republic Act (RA) No. 10147, the FY 2011 GAA, provides that one-half (1/2) of the Year-End Bonus and Cash Gift may be paid not earlier that 01 May 2011 if at least a total of four (4) months of service has been rendered by an employee;
WHEREAS, the funds required for the payment of one-half of the Year-End Bonus and Cash Gift to employees of national government agencies have been released by the Department of Budget and Management (DBM) to the agencies concerned; and
WHEREAS, the employees await said benefit in order to help them meet their economic needs.
NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:
Section 1. All national government agencies shall start the process of payment of one-half of the Year-End Bonus and Cash Gift to their employees on 01 May 2011 to enable them to receive these benefits as early as possible.
Section 2. Government-owned or controlled corporations (GOCCs), government financial institutions (GFIs) and local government units (LGUs) shall likewise endeavor to pay the one-half of the Year-End Bonus and Cash Gift to their employees during the early part of May 2011.1âшphi1
Section 3. The payment of this benefit shall be in accordance with the guidelines prescribed under DBM Budget Circular No. 2010-1 dated 28 April 2010.
Section 4. This Memorandum Order shall take effect immediately.
