Upon the effectivity hereof, all government departments, agencies, bureaus, or instrumentalities including government-owned and/or controlled corporations are hereby directed to be cognizant of the 2007 IPP and shall endeavor to adopt policies and courses of action consistent herewith.1aшphi1 This Memorandum Order shall take effect fifteen (15) days after its complete publication in at least one (1) newspaper of general circulation as required by Article 31 of the Omnibus Investments Code of 1987.
