CONFERRING FLAGSHIP STATUS ON THE PROPOSED CONSTRUCTION OF THE NATIONAL GOVERNMENT CENTER

WHEREAS, most National Government Agencies have been renting office buildings due to lack of government office buildings;

WHEREAS, it has been reported that about P2 Billion Pesos is spent by the government for such office building rentals;

WHEREAS, it is more beneficial to the National Government as a whole if a government center will be constructed and savings intended for rental expenses will be generated in the long run;

WHEREAS, there is an urgent necessity to construct a National Government Center to ultimately improve public service;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1. The proposed construction of the National Government Center in Quezon City is hereby granted flagship status.1aшphi1

Section 2. There is hereby created an Inter-Agency Committee composed of the Secretary of the Department of Public Works and Highways, as Chairman, Secretaries of Budget and Management, National Economic and Development Authority, Presidential Management Staff and the Presidential Committee on Flagship Programs and Projects, as Members, to undertake the program of constructing the National Government Center.

Section 3. The Committee shall conduct simplified bidding on the project pursuant to the amended Implementing Rules and Regulations of Presidential Decree No. 1594 and other existing laws, rules and regulations.

Section 4. The Secretary of Budget and Management shall provide the necessary funding support for this project.

Section 5. The Presidential Committee on Flagship Programs and Projects shall ensure the efficient and timely implementation and completion of such project.

Section 6. This Memorandum Order shall take effect immediately.
