Liwanag.1aшphi1 Accordingly, all papers being processed by OBCA should now be submitted to DES Liwanag. Papers to be signed “By authority of the President” should, however, continue to be prepared for signature of the Senior Deputy Executive Secretary. This Order takes effect immediately.
