MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 49, January 27, 1999 ] DESIGNATING ASSISTANT EXECUTIVE SECRETARY ANTONIO E. NERY AS HEAD OF THE SECRETARIAT OF THE OVERSIGHT COMMITTEE ON DEVOLUTION Pursuant to a Resolution adopted by the Oversight Committee on Devolution during its meeting held last November 5, 1998, and in accordance with pertinent provision under Executive Order No. 48, dated December 7, 1998, the Secretariat of said Oversight Committee has been established under the Office of the Executive Secretary, as Chairman of said Committee. The Secretariat shall coordinate and implement the provisions of said Executive Order and such policies, implementing rules and regulations as may be promulgated by the Oversight Committee on Devolution in fully exercising its mandate as expressed under the special provisions of “Article XXXVI. Allocations to Local Government Units, A. Internal Revenue Allotment” of R.A. 8745, otherwise known as the General Appropriations Act of 1999. Assistant Executive Secretary Antonio E. Nery is hereby designated as Head of said Secretariat on a concurrent capacity.1aшphi1 He shall oversee all activities pertinent to the aforestated functions of the Secretariat. He shall likewise supervise the formulation and implementation of the appropriate and necessary organizational structure, staffing pattern, and administrative/operational procedures of the said Secretariat, as approved and adopted by the said Committee.
