MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 39, November 20, 1998 ] ENJOINING THE SUPPORT AND PARTICIPATION OF ALL CONCERNED GOVERNMENT AGENCIES AND FILIPINO ENGINEERS AND ARCHITECTS FOR THE 16TH CONFERENCE OF ASEAN FEDERATION OF ENGINEERING ORGANIZATIONS AND 4TH ASEAN YOUNG ENGINEERS CONGRESS WHEREAS, the country, through the Philippine Technological Council (PTC), will host the 16th Conference of ASEAN Federation of Engineering Organizations (16th CAFEO-98) on November 21-24, 1998 at the Holiday Inn Resort Clark Field, Angeles City; WHEREAS, the hosting of the 16th CAFEO-98 is significant as it coincides with the Philippine Centennial celebration and provides a venue to promote international goodwill and technical exchange on engineering, science and technology. WHEREAS, the 16th CAFEO-98 theme “ASEAN ENGINEERS AND ARCHITECTS, PRIMEMOVERS FOR THE NEXT MILLENNIUM” is relevant and consistent with the government effort of enhancing the capabilities of Filipino Engineers and Architects for global competitiveness; WHEREAS, the 16th CAFEO-98 will also serve as a venue for the holding of the 4th ASEAN Young Engineers Congress to be hosted by the Young Engineers of the Philippines; NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, do hereby order the following: 1. That the Department of Science and Technology, in close coordination with the Philippine Technological Council, and the Department of Tourism shall serve as the lead government agencies to provide the necessary technical and logistical support, as well as the organization of support committees; 2. That the National Youth Commission, in close coordination with the Young Engineers of the Philippines, shall provide the technical and logistical support for the successful hosting of the 4th ASEAN Young Engineers Congress as part of the 16th CAFEO-98; 3.
