CREATING AN AD-HOC COMMITTEE TO STUDY AND FORMULATE RULES AND REGULATIONS ON THE ASSIGNMENT OF LOW-NUMBERED PROTOCOLAR PLATES TO MOTOR VEHICLES USED BY GOVERNMENT OFFICIALS OF THE REPUBLIC OF THE PHILIPPINES

There is hereby created an Ad-hoc Committee to study the mechanics of issuing low-numbered protocolar plates to motor vehicles used by government officials of the Republic of the Philippines, determine the officials who will be granted said privilege, and cause the issuance of an Executive Order that will provide well-defined policies, rules and regulations governing the equitable issuance of such plates, including identification of proper authority who will issue the same, and establishment of the appropriate limitations, penalties, monitoring and reporting mechanisms.1aшphi1

The Ad-hoc Committee shall be composed of representatives from the following:

a. Department of Transportation and Communications Chairman
b. Office of the Executive Secretary, Office of the President Member
c. Presidential Management Staff Member
d. Land Transportation Office Member

It may call upon other concerned government officials to attend its meetings and assist the Committee, as it may deem necessary, in the accomplishment of its tasks.

The Presidential Management Staff, in coordination with the Office of the President, shall also act as the Secretariat.

The Committee shall have thirty (30) working days from the date of this Order, to conduct its study and submit to the Office of the President its recommendations and appropriate issuances.

This Order takes effect immediately.

DONE in the City of Manila, this 19th day of August, in the year of Our Lord, nineteen hundred and ninety-eight, and of the Centennial of the Philippine Independence.
