AUTHORIZING ALL GOVERNMENT AGENCIES AND INSTRUMENTALITIES TO EXTEND SUPPORT AND PARTICIPATION IN THE CONDUCT OF THE FIRST KABISIG MINDANAO CONGRESS TO BE HELD ON MARCH 14–15, 1997 IN DAVAO CITY
The Kabisig Peoples Movement (KABISIG) Program, is a program created by virtue of Proclamation No. 650 to facilitate, coordinate and monitor the implementation of government programs and projects and provide linkages between and among the private sector groups and the government agencies and instrumentalities for the purpose.
In pursuit of the above mandate, KABISIG, through its regional affiliate, the Kabisig Mindanao Foundation, Inc., is spearheading the conduct of the 1st Mindanao Kabisig Congress on March 14–15, 1997 at the Davao Convention and Trade Center, Davao City, in order to strengthen the KABISIG Movement in Mindanao and consolidate its programs, projects and activities in the region to ensure that they gear up in support of the governments Social Reform Agenda and its vision of Philippines 2000.1aшphi1
With the theme: “Kapit-bisig Mindanao Tungo sa Kapayapaan, Kasaganaan at Kaunlaran”, the Congress hopes to gather all Kabisig Action Officers of government, departments, agencies, government owned or controlled corporations, local government units, NGOs and POs and other private sector groups in Mindanao.
In view of the relevance and significance of said Congress, all heads of departments, agencies, government owned or controlled corporations and other government instrumentalities are enjoined to extend support to said Congress.
All agencies extended invitation to participate in said Congress may authorize the attendance of their respective officers or personnel on official time with each participant being entitled to a registration fee, transportation fare and accommodation allowance chargeable against the appropriations of his/her respective office, subject to the availability of funds and the usual accounting and auditing rules.
