MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 354, March 15, 1996 ] AUTHORIZING THE CONDUCT OF THE ANNUAL MALACAÑANG SPORTSFEST FOR 1996 AND THE ATTENDANCE AND PARTICIPATION OF OP PROPER EMPLOYEES THEREIN Pursuant to Executive Order No. 64, dated March 1, 1993, adopting a national policy of “sports for all” and Memorandum Order No. 212, dated June 9, 1994, institutionalizing the annual sportsfest in this Office as part of the human resource development program of the Office of the President to enhance employee welfare, morale and productivity, the Annual Malacañang Sportsfest is hereby authorized for 1996. The Personnel Office is hereby tasked to plan and implement said annual sportsfest with the assistance of a Malacañang Sports Coordinating Council to be composed of duly designated sports coordinators from primary units and offices.1aшphi1 All heads of primary units and offices are hereby authorized to allow as many officials and employees as possible to attend and participate on official time in said sports activities and to designate their respective sports coordinators. To minimize, if not avoid, disruption of office work, sports activities shall be scheduled once a week preferably on a Wednesday or any day that the MSCC may designate as the athletic day in this Office. The payment of necessary and incidental expenses in connection with this program, including reasonable allowances not exceeding P50.00 per day for actual attendance and participation in sports activities is hereby authorized, chargeable against the funds intended for the purpose of this Office, subject to the availability thereof and the usual accounting and auditing requirements.
