MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 351, March 14, 1996 ] There is hereby created a Committee of Peers which shall look into and evaluate the merits of the various allegations raised against Secretary Hilarion J. Ramiro, Jr., Department of Health, including those contained in the privilege speech delivered by Senator Juan M. Flavier on 13 March 1996. The Committee shall be composed of Secretary Teofisto T. Guingona, Jr., as Chairman, with Chief Presidential Legal Counsel Renato L. Cayetano and Secretary William G. Padolina as Members.
